Aqenda Item No. 3 <br />PC: 8-4-83 <br />S-83-8 <br />Page Two <br />REFERRALS AND REPLIES <br />Local Health District - Conditions: 1. Percolation test for <br />Lots 1, 3 and 5. Permits required for percolation tests. 2. <br />Soil profile for Lots 1 and 4. 3. Existing septic system on <br />Lot 1 to be contained on that parcel. <br />STAFF ANALYSIS <br />The proposed subdivision will create six lots served by a public <br />road. The proposed street alignment conforms with the specific <br />Plan for the New Jerusalem area which the Planning Commission <br />informally adopted (Sp -78-2). <br />The subdivision will have individual water, sewage disposal and <br />drainage systems. Previous subdivisions which used individual <br />drainage ponds on clayey soils have caused local flooding. <br />Sometimes, individual property owners have destroyed the ponds <br />to use the land for other purposes. <br />With a community drainage system, local government could <br />correct drainage problems without dealing with each individ- <br />ual land owner. The developer could construct a community <br />pond on the Koster Road front portion of Lot 6, eliminating <br />an "L" shaped lot. This would give each individual lot owner <br />more usable land. <br />The Environmental Review Officer has prepared a Negative Declaration <br />based on an Initial Study of the project. <br />DEVELOPMENT COMMITTEE ACTION <br />On July 13, 1983, the Development Committee reviewed the project <br />as to its conformance with the statutes of the State and the <br />ordinances of the County. <br />Action of the Committee was to adopt the Negative Declaration and <br />forward the project to the Planning Commission with a recommendation <br />of approval, subject to the following conditions: <br />1. All improvements shall conform with the Improvement <br />Standards and Specifications of the County of San Joaquin. <br />All improvement plans and specifications must be approved <br />by the County of San Joaquin Department of Public works <br />prior to approval of the Final Map. <br />
