Item No. 3 <br />PC: 12-4-86 <br />ZR-87-10 <br />Page 3 <br />STAFF ANALYSIS <br />BACKGROUND: <br />Two parcels totaling 2.0 acres, located adjacent to the subject <br />property and fronting on Harlan Road, were rezoned from I-PA to <br />0-2 by the Board of Supervisors on November 13, 1986 (Application <br />No. ZR-87-3). As part of that rezoning, staff was directed to <br />initiate a CS (Commercial Service) rezoning for this property as <br />soon as the CS zone is created. <br />POLICY CONSIDERATIONS: <br />General Plan and Zoning: <br />The General Plan Land Use/Circulation Element Map designates <br />the subject property as Low Density Residential and Commercial <br />Service, with the Commercial Service located along Harlan Road <br />(refer to General Plan map). Although the Commercial Service <br />area is designated as a band along Harlan Road (that is, it <br />does not follow property lines), the proposed rezoning for <br />residential and commercial is considered to be in substantial <br />conformance with the General Plan land use designations. <br />That portion of the project site (30.43 acres) proposed for <br />rezoning to Rl-U has been designated as Low Density Residential <br />on the Land Use/Circulation Element Map. The General Plan/ <br />Zoning Consistency Matrix adopted by the Board of Supervisors <br />on June 15, 1976, indicates three zoning districts that are <br />consistent with Low Density Residential: R1-10, R1-8, and <br />R1-U. This proposed rezoning to RI-U is therefore consistent <br />with the General Plan land use designation. Under the Low <br />Density Residential land use designation, two to six dwelling <br />units per gross acre are allowed. The minimum lot size for <br />Rl-U zoning is 6,000 square feet net. Therefore, any sub- <br />sequent development with 6,000-square-foot lots would be con- <br />sistent with the upper limit of six dwelling units per gross <br />acre (allowing approximately 20 percent of the land area for <br />streets and dedications). <br />Any future residential development will require a tentative <br />subdivision map, which is a descretionary action and subject to <br />agency and public review. Development will also require the <br />availability of public water, sanitary sewer, and terminal <br />drainage facilities. <br />That portion of the project site (7.86 acres) proposed for <br />rezoning to C-M or C-2 has been designated as Commercial
