i <br /> 1 and/or threatened releases of hazardous substances have occurred <br /> 2 at the above named site, to air, soil, surface water and/or <br /> 3 groundwater . The Department is the lead agency for purposes of <br /> 4 investigation and remediation at this site pursuant to State and <br /> 5 Federal law. <br /> 6 II <br /> 7 FINDINGS OF FACT <br /> 8 2 . 1. 1 The site ("Site") which is the subject of this Remedial <br /> 9 Action Order, is located at 150 North Sinclair Avenue, Stockton, <br /> 10 California , County of San Joaquin. Maps showing the Site <br /> 11 location and boundary lines along with a description of the real <br /> 12 property are attached as Exhibit A. <br /> 13 <br /> 2 . 1. 2 The Respondent purchased the land which is today the <br /> 14 facility's South Yard in 1943 . <br /> 15 2 . 1. 3 In 1966, the Respondent expanded its operations by <br /> 16 constructing a pressure treatment unit in the North Yard. The 1 <br /> 17 unit consists of two 6. 5 foot diameter by 140 foot long steel 1 <br /> 18 vessels called retorts. Underlying the central portion of the <br /> 19 unit is a pit measuring 158 by 37 feet in plan and 5.5 feet <br /> 20 <br /> deep. <br /> 21 2. 1.4 A second excavation was constructed in the North Yard as <br /> 22 part of the 1966 expansion of the facility.
