SPX CORPORATION ORDER R5-2019-0018 <br /> SPX MARLEY COOLING TECHNOLOGIES GROUNDWATER CLEANUP NPDES NO. CA0081787 <br /> (e)(1), below. Nevertheless, the Discharger may participate in an <br /> approved TES instead of a TRE if the Discharger has conducted a site- <br /> specific TRE within the past 12 months and has been unsuccessful in <br /> identifying the toxicant. <br /> (e) Toxicity Reduction Evaluation. If the percent effect is > 50 percent at <br /> 100 percent effluent, as the median of three consecutive chronic toxicity <br /> tests within a 6 week period, the Discharger shall initiate a site-specific <br /> TRE as follows: <br /> (1)Within thirty (30) days of exceeding the chronic toxicity monitoring <br /> trigger, the Discharger shall submit a TRE Action Plan to the Central <br /> Valley Water Board including, at minimum: <br /> • Specific actions the Discharger will take to investigate and <br /> identify the cause(s) of toxicity, including a TRE WET <br /> monitoring schedule; <br /> • Specific actions the Discharger will take to mitigate the impact <br /> of the discharge and prevent the recurrence of toxicity; and <br /> • A schedule for these actions. <br /> 3. Best Management Practices and Pollution Prevention <br /> a. Salinity Evaluation and Minimization Plan. The Discharger submitted a Salinity <br /> Evaluation and Minimization Plan on 1 September 2009. The Discharger shall <br /> continue to implement the existing Salinity Evaluation and Minimization Plan to <br /> identify and address sources of salinity discharged from the Facility. <br /> The Discharger shall evaluate the effectiveness of the salinity evaluation and <br /> minimization plan and provide a summary with the Report of Waste Discharge, due <br /> 1-year prior to the permit expiration date. <br /> 4. Construction, Operation and Maintenance Specifications <br /> a. Release Prevention/Contingency Measures Plan. The Discharger submitted a <br /> Release Prevention/Contingency Measures Plan on 29 January 2009 in accordance <br /> with Order R5-2008-0170. The Discharger shall continue implementation of the <br /> Plan. These Plans shall include proposed modifications to the treatment system <br /> and describe implementation of additional monitoring and inspections in the event of <br /> an accidental discharge or spill. <br /> 5. Special Provisions for Publicly-Owned Treatment Works (POTWs) — Not Applicable <br /> 6. Other Special Provisions — Not Applicable <br /> 7. Compliance Schedules — Not Applicable <br /> WASTE DISCHARGE REQUIREMENTS 13 <br />
