Garrett Backus
March 18,2022
Page 2
Alleged Violation No. 502
Alleged Violation No. 502 of CCR 66265.192(a),noted the observation of a"hazardous
waste filter press tank but no tank assessment documents". Similar to the Sludge Tank
discussed above,the stationary/fixed filter press tank(blue in the picture below)is a crucial
and necessary part of the GETS, and its contents are in process solids, not discarded waste.
More specifically, on any given day,the ratio of solids to liquids within the filter press varies,
as the solids slowly lose liquid, and that liquid, after further treatment, is discharged under a
NPDES permit. In other words, a sample of the filter press contents on one day has different
characteristics than the contents on the very next day. When the solids form a hard"filter
cake"by the filter press by removal of as much moisture content as feasible and the
maximum amount of the removed chromium is concentrated within that solid, the filter press
tank is opened during routine maintenance, inverted, and those solids are collected in a 20-
yard bin located directly below the filter press(yellow in the picture below).
R1.aR
r
I
4857-6390-4275.8
