Because of the variation, <br /> there is no single hardness value that describes the ambient receiving water for all <br /> possible scenarios (e.g., minimum, maximum, mid-point). While the hardness <br /> selected must be hardness of the ambient receiving water, selection of an ambient <br /> receiving water hardness that is too high would result in effluent limitations that do <br /> not protect beneficial uses. Also, the use of minimum ambient hardness would result <br /> in criteria that are protective of beneficial uses, but such criteria may not be <br /> representative considering the wide range of ambient conditions. <br /> Reasonable worst-case ambient conditions.
