CTR criteria are calculated using the CTR <br /> equations based on actual measured ambient hardness sample results, <br /> starting with the maximum observed ambient hardness of 374 mg/L. Effluent <br /> metal concentrations necessary to meet the above calculated CTR criteria in <br /> the receiving water are calculated in accordance with the SIP.9 This should not <br /> be confused with an effluent limit. Rather, it is the Effluent Concentration <br /> Allowance (ECA), which is synonymous with the wasteload allocation defined <br /> by U.S. EPA as "a definition of effluent water quality that is necessary to meet <br /> the water quality standards in the receiving water."10 If effluent limits are found <br /> to be needed, the limits are calculated to enforce the ECA considering effluent <br /> variability and the probability basis of the limit. <br /> 2. CHECK. U.S. EPA's simple mass balance equation" is used to evaluate if <br /> discharge at the computed ECA is protective. Resultant downstream metal <br /> concentrations are compared with downstream calculated CTR criteria under <br /> reasonable worst-case ambient conditions. <br /> 3. ADAPT.
