In developing this <br /> RAO, we have incorporated many of the suggested language changes <br /> which you proposed to us in response to the 31 December 1987 <br /> draft RAO we sent you. These changes include those you conveyed <br /> to the Department in either the 20 January 1988 or 5 February <br /> 1988 meetings with my staff, in your 29 January 1988 proposed <br /> version of the RAO, or in the excerpted sections you telecopied <br /> to the Department on 9 and 10 February 1988. For reference, we <br /> have summarized and enclosed the more significant changes made to <br /> the Department's 31 December 1987 draft RAO. <br /> Also enclosed is a stipulation to the RAO. Should you as a <br /> responsible party wish to be considered cooperative with the <br /> Department, you will sign the stipulation and return it to the <br /> Department for our signature. If you do not comply with the <br /> requirements of the RAO, the Department will take all necessary <br /> action to enforce its requirements. This includes the <br /> possibility of the Department itself performing the investigation <br /> and remediation of the site in accordance with H&SC Section <br /> 25355.5 and recovering its costs in accordance with H&SC Section <br /> 25360. <br /> Please note that we have extended the time schedule from that <br /> shown in our draft RAO for the first two activities shown in <br /> Exhibit F. Both the surface impoundment cease discharge date and <br /> the closure plan submission date have been extended to 15 March <br /> 1988 .
