PpUriy SAN JOAQUIN <br />"'` ---COUNTY <br />c1LrF6aN`� Greotness grows here. <br />July 2, 2019 <br />Maria Martinez <br />4035 W Stoneridge Road <br />Tracy CA 95337 <br />RE: Soil Suitability/Nitrate Loading Study <br />4035 W Stoneridge Road, Tracy <br />APN 239-250-41, SR0080533 <br />Environmental Health Department <br />Linda Turkatte, RENS, Director <br />Kasey Foley, REHS, Assistant Director <br />PROGRAM COORDINATORS <br />Robert McClellon, REHS <br />Jeff Carruesco, REHS, RDI <br />Willy Ng, REHS <br />Muniappa Naidu, REHS <br />Michael Kith, REHS <br />The San Joaquin County Environmental Health Department (EHD) has reviewed the Soil Suitability/Nitrate <br />Loading (SSNL) Study, dated April 10, 2019 for the above noted location and has the following comments for <br />your consideration. <br />The SSNL was prepared to determine the suitability of the above noted parcel for onsite wastewater treatment <br />system (OWTS) usage and the potential impact of nitrate to groundwater, for an existing 4 -bedroom dwelling <br />and a proposed 3 -bedroom second unit dwelling on approximately 1.48 acres. <br />The estimated nitrate loading from the two dwelling units shows a potential for nitrate impact to groundwater <br />above water quality objectives. In addition, the onsite water well already shows an elevated Nitrate Nitrogen <br />level of 11.7 mg/I, which exceeds the drinking water standard of 10.0 mg/I. <br />Based on the information provided, the existing OWTS serving a 4 -bedroom dwelling and a new OWTS to <br />serve a second unit dwelling with a maximum of 3 -bedrooms will likely contribute some nitrate to groundwater <br />over time. In addition, the data indicates the shallow aquifer being utilized for drinking water has elevated <br />levels of nitrate and may not be a suitable source for the potable water supply for new development. A potable <br />water supply that can provide a consistent source of safe and clean water adequate for human consumption, <br />cooking, and sanitary purposes for the proposed new home needs to be established prior to the issuance of <br />building permits (2016 CA Plumbing Code, Section 601.2). <br />The provision of a reliable potable water source and documentation that the parcel can accommodate the <br />OWTS and 100% replacement area for both homes within the required setbacks from any water well must be <br />submitted prior to the issuance of a building permit. The site map for the building permit for the second unit <br />dwelling must be drawn to scale and must show the location of all buildings, driveways, OWTS, the OWTS <br />replacement areas and any water wells within 200 feet of the proposed OWTS and replacement areas.
