J ,I C4 f eJ ves.r <br />__&AYCA_ <br />Son Joaquin Areo FLOOD CONTROL rigenc4 <br />March 02, 2021 <br />Mariners Cove <br />2191 Market Street A <br />San Francisco, CA 94114 <br />RE: Parcel #071-260-030-OOD <br />Dear Mariners Cove Property Owner: <br />The US Army Corps of Engineers (USACE), in partnership with the San Joaquin Area Flood Control Agency <br />(SJAFCA) and the Central Valley Flood Protection Board (CVFPB), is implementing the Lower San Joaquin <br />River Project. The project, estimated at a total cost of $1.3 billion, includes 23 miles of levee repairs <br />along the San Joaquin and Calaveras Rivers, among other actions. Once completed, the project will <br />Increase flood protection for approximately 122,000 residents and reduce potential damage to an <br />estimated $28 billion in property in north and central Stockton. <br />The project Is being Implemented in several Increments. The first Increment — repairs to theTenmile <br />Slough adjacent to Brookside — Is currently In design. Constructlon is expected to begin In spring 2022, <br />The next proposed increment includes construction of a new levee along Fourteen Mile Slough and <br />levee repairs between Mosher Slough and Five Mile Slough. Some geotechnical work (exploratory <br />borings) is required to further analyze these proposed repairs. <br />On behalf of the project partners, the USACE would like to perform exploratory borings on a small <br />portion of your property (please see enclosed map). Representative soil samples will be obtained from <br />the borings at approximately five-foot depth intervals. All samples will be taken off site for further <br />examination and geotechnical laboratory testing for analysis. No environmental testing of the sol <br />samples will be performed. <br />If authorized by you, the boring work would typically be performed during normal business hours, <br />Specific dates will be coordinated with you prior to work starting. There will be up to five people on-site <br />to complete the borings: a driller, up to two driller's helpers, a logger, and a County grout inspector. The <br />boring will be performed using a tire -mounted drill rig. In addition, there will be a support truck for the <br />drill rig, a pick-up truck for the logger, and a pick-up truck/car for the grout Inspector, <br />After each boring is completed, the driller will place soil cuttings and drilling fluid in 55 -gallon drums. <br />The drums will be removed from the site on the day the boring Is complete and disposed of at an <br />appropriate disposal facility. The borings will be backfilled with neat cement grout In accordance with <br />the County's well permit requirements. Boring performed in parking lots will be capped wlth asphalt to <br />match the existing parking lot surface. All equipment, materials, and trash will be removed from the site <br />and the area will be restored to its prior condition. <br />22 E.
