S A N J 0 A Q I I I Irl Environmental Health Department <br /> CCUNT <br /> Hazardous Materials Program Inspection Report <br /> Facility Name: Facility Address: Date: <br /> E F KLUDT&SONS INC 1126 E PINE ST, LODI February 15, 2022 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 5 HSC 25505(a)(1) Failed to electronically submit hazardous materials inventory for all reportable materials on site. <br /> OBSERVATION: The hazardous materials inventory is inaccurate. Please address the following: <br /> -twelve 5 gallon containers of Cosmoline Remover was observed in the warehouse and has not been reported to <br /> CERS <br /> -per Aron,the site no longer stores any biodiesel B100. Remove this from your inventory. <br /> -the chemical location was not provided for the anti-freeze <br /> -the largest containers observed for the hydraulic oil and motor oil are 330 gallon containers <br /> -race fuel was not reported on the inventory <br /> -the maximum daily amount reported for the propane and used oil are less than the largest container's capacity <br /> REGULATION GUIDANCE:Any material that meets or exceeds the reportable quantity shall be reported in the <br /> facility's business plan. <br /> CORRECTIVE ACTIONS: Immediately log into the California Environmental Reporting System (CERS)at <br /> http://cers.calepa.ca.gov/, add the materials to the hazardous material inventory, and submit to the EHD for <br /> approval. <br /> This is a repeat violation, Class II. <br /> 6 HSC 25505(a)(2) Failed to electronically submit a site map with all required content. <br /> OBSERVATION: The site map is incomplete. The following items are missing from the site map: <br /> -loading areas <br /> -internal roads <br /> -all emergency shut-offs(with shut-off type specified) <br /> -all access/exit points(driveways, doors to all structures) <br /> -locations of all spill control equipment <br /> -locations of all storm drains(a drain was observed at the northeast corner of the dispenser island and south of the <br /> aboveground tanks) <br /> -locations of all hazardous materials reported on the inventory <br /> REGULATION GUIDANCE:A site map shall contain a north orientation, loading areas, internal roads, adjacent <br /> streets, storm and sewer drains, access and exit points, emergency shutoffs, evacuation staging areas, hazardous <br /> material handling and storage areas, and emergency response equipment. <br /> If a site map element is not applicable for your facility then list it on the map and label as"NA". <br /> CORRECTIVE ACTION: Immediately log into the California Environmental Reporting System (CERS)at <br /> http://cers.calepa.ca.gov/, upload the correct or updated information, and submit to the EHD for approval. <br /> This is a repeat violation, Class II. <br /> Overall Inspection Comments: <br /> Conducted a Hazardous Materials Business Plan (HMBP) inspection. There were 2 violations during the <br /> inspection.
