STATE OF CALIFORNIA <br />California Integrated Waste <br />Management Board <br />PAGE 2 OF 2 <br />AGENCY CONDUCTING INSPECTION: San Joaquin County Environmental Health Department <br />SITE NUMBER: 39 -AA -0024 <br />SITE NAME: Tracy Material Recovery <br />INSPECTOR: Garrett Backus <br />RECEIVED BY <br />INSPECTION DATE: July 26, 2007 OPERATOR mailed <br />COMMENTS: <br />A routine monthly inspection was done on this day. <br />1) Area of Concern — Title 14 California Code of Regulations §17867(a)(2) — General Operating <br />Standards — Vector Control — A pile of unprocessed green waste in the composting area had excessive <br />numbers of adult house flies on and around the pile. The pile was approximately 30 feet south of the compost <br />screener and 10 feet southeast of the compost leachate pond. The most likely locations of the fly breeding are <br />around the edge of the compost leachate pond or in the green waste pile. <br />Minimize the fly breeding at the facility by using the following procedures: <br />a) Place new green waste in compost windrows within 48 hours of receipt onsite. <br />b) Turn the windrows frequently. <br />c) Check the edge of the compost leachate pond for fly larvae. Eliminate the fly larvae with larvicide or other <br />means. <br />d) Trim all weeds around the compost leachate pond. Fly larvae need shade to mature into adult flies. <br />2) Note: The temperatures of compost windrows #726 and 4727 were 152 and 162 °F, above the pathogen <br />reduction temperature of 131 °F. <br />3) Note: Reviewed turning and temperature records.
