Violation Title 14 CCR 17409.5 Load Checking - Observed two 55 gal drums in waste piles; one of the drum <br />spilled brownish oily liquid. The facility personnel did not check or remove the second drum even after <br />being told, Facility personnel were not screening for hazardous wastes in waste-loads/piles. - <br />a. Provide additional training to raise level of screening and loading of hazardous and U- wastes. <br />b. Need to more thoroughly check for and remove all designated/hazardous wastes in waste piles. <br />c. Keep loader log at the transfer station building. <br />2. AC Title 14 CCR 17407.5 - Hazardous Waste - Observed two 55 gal drums in waste piles; one of the drum <br />spilled brownish oily liquid. Operator did <br />not -follow Hazardous Waste Screening Program as described in the Report of Facility Information: <br />a. " <br />c. Keep loader log, at_the transfer_station.building,_ <br />3. Violation Title 14 CCR 17414 - Record Keeping - All records not up to date. The tonnage and trip count records <br />wereavailable up to the -month -of July only. <br />a. Provide the records. _ <br />b. Keep records up to date. _ <br />4. AC Title 14 CCR 17407.4 - Dust Control - Very dusty conditions observed inside the Transfer Station and at the <br />outside area adjacent -to -the transfer building. Mister system -inside the building -was -not -being used_to <br />suppress plumes of dust generated by loader and tipping of waste on the tipping floor. <br />- - a. Provide adequate dust control measures. <br />b. Recommend starting mist system and fire hose application before truck dumps load rather than after load <br />is dumped (to keep plumes of dust down more effectively). Starting mistihose application after load is <br />dumped allows plumes more time to migrate. <br />5. AC Title 14 CCR 17409.4 - Signs - The facility does not have the operator's telephone number posted at the primary <br />- entrance of the site: Sites open to the public must haveaneasily visible sign at theprimaryentrance of the <br />site indicating this information. <br />- a Install a sign at the primary entrance which includes contact -telephone number where it can be visible to <br />the public. <br />
