Thornton Road shall be dedicated and improved to conform with Special Purpose Plan <br /> PP-98-3, San Joaquin County Standards, and STAA requirements, including left-turn lane. <br /> (Development Title Sections 9-857.4, 9-1150.2(d)(3) and 9-1150.5(b)) <br /> 3a. Frontage improvements on the new Thornton Road, from State Highway Route 12 northerly to <br /> the end of Parcel 4 shall consist of curb, gutter and sidewalk. <br /> 3b. The new Thornton Road, from the north end of the project northerly to the existing <br /> Thornton Road, shall be constructed to a minimum width of 32 feet of pavement <br /> (two 12-foot travel lanes and two 4-foot paved shoulders). <br /> 4. Terminal drainage system shall be provided to meet the requirements of the County and to <br /> provide adequate drainage for the subdivision. Hydrologic and hydraulic analyses shall <br /> demonstrate that all property, both downstream and upstream of the discharge, will not be <br /> subject to a higher flood level as a result of the proposed drainage. <br /> (Development Title Section 9-1135.2) <br /> 5. The project shall be served by a public water system conforming to the requirements of the <br /> San Joaquin County Public Health Services Environmental Services Division and the <br /> Department of Public Works. The system shall provide adequate domestic and fire water <br /> supply in conformance to the requirements of the County Fire Warden and the local Fire <br /> District. <br /> (Development Title Section 9-1120.2) <br /> 6. The project shall be served by a public sewer collection and treatment system constructed in <br /> conformance with the requirements of the San Joaquin County Public Health services <br /> Environmental Services Division and the Department of Public Works. <br /> (Development Title Section 9-1105.2) <br /> 7. Street lighting shall be provided for the subdivision and the frontage of Thornton Road. <br /> (Development Title Section 9-1150.11) <br /> 8. Annexation to County Service Area 31 shall be completed, prior to the approval of the Parcel <br /> Map to provide for the operation, maintenance and improvement of storm drainage, water, <br /> sanitary and street lighting facilities. <br /> (Development Title Section 9-1100.5) <br /> 9. A Preliminary Soils Report is required in accordance with the County Standards for the purpose <br /> of determining the R-Value for the design of the roads. <br /> (Development Title Section 9-910.2) <br /> 10. All utilities shall be underground except power transmission facilities of a 35 KV or greater. <br /> Public utility easements shall be provided along the road frontage of the subdivision and as <br /> required by the public utility companies. <br /> (Development Title Section 9-1155.2) <br /> 11. A grading plan shall be submitted and approved prior to approval of the Parcel Map. <br /> The grading plan shall contain the information listed in the U.B.C., Appendix, Chapter 33, <br /> Section 3309, complete drainage details and elevations of adjacent parcels. Retaining wall <br /> details shall be submitted where applicable. Grading in excess of 5,000 cubic yards shall <br /> comply with Sections 3309.3 and 3309.4 for"Engineered Grading Requirements." (Grading <br /> that disturbs more than five acres will require a National Pollutant Discharge Elimination System <br /> permit.) <br /> 12. The subdivider shall agree to and shall pay user fees for the utility services from the time <br /> improvements are accepted by the County until the lots are placed on the County tax rolls, <br /> or up to an eighteen-month period, as the case may be. <br /> (Subdivision Map Act Section 66493) <br />
