Liberty Rd, Clements
APN 021-200-24, SR0083415
The San Joaquin County Environmental Health Department (EHD) has reviewed the Soil Suitability/Nitrate
Loading (SSNL) Study, dated January 30, 2021 and its addendum dated January 17, 2022 for the above
noted location, and has the following comments for your consideration.
The SSNL was prepared to determine the suitability of the above noted parcel for onsite wastewater treatment
system (OWTS) usage and the potential long-term impact of nitrate to groundwater from the site approval
project PA-1700291 (SA).
Based on the information provided, the EHD can make the following findings:
1. For a commercial (OWTS) the typical effluent nitrate concentration is considered to be 85 mg/L. For
residential (OWTS) accepted nitrate concentration is between 35 mg/L to 45 mg/L. The study uses 40
mg/L for the future commercial waste water system.
2. The addendum calculates nitrogen loading based on 143 visitors and 4 employees per day. Per site
approval application, PA-1700291 (SA) the project will be operating seven days a week with 4
employees and 250 customers per shift. Nitrogen loading from 250 and 4 employees should be
calculated to determine potential long-term impact of nitrate to groundwater.
3. Study used average recharge rate due to rainfall of 13.6 in/year. Evidence for rainfall data should be
included in the report. Latest rainfall data should be used to calculate potential long-term impact of
nitrate from the proposed project usage.
Submit an addendum to EHD addressing above-mentioned concern and EHD will respond accordingly.
If you have any questions please contact Naseem Ahmed, Senior Registered Environmental Health
Specialist, at nahmed@sjgov.org or (209) 616-3018.
Ste*venS , RENS
Program Coordinator
c: CTE Cal, Inc 4230 Kiernan Ave, Ste. 150 Modesto, CA 95356
1868 E.
