Other <br /> requirements may also apply. These requirements cannot be modified. <br /> 1) Applicant shall contact Robert McClellon, Program Coordinator, Small Public Water System <br /> Program, at (209) 468-0332, to determine if the existing well can be permitted as a public <br /> water system prior to issuance of building permits. If a public water system is required, <br /> applicant shall submit a Small Public Water System preliminary technical report to the <br /> California State Water Resources Control Board, Division of Drinking Water (Water Board) <br /> at least six months before initiating construction of any water related improvement, as <br /> defined. The issuance of a permit to operate a small public water system by the local primacy <br /> agency (EHD) is prohibited without the concurrence of the Water Board. Please contact Brian <br /> Kidwell, P.E. with the SWRCB Division of Drinking Water at (209) 948-3963 concerning the <br /> requirements for preliminary technical report submittal prior to issuance of building permits. <br /> If the Water Board determines that an onsite well shall be used as the potable water source, <br /> a permit application to operate Small Public Water System shall be submitted to the EHD for <br /> approval prior to issuance of building permits. To issue a permit to operate, concurrence from <br /> the Water Board is required. A yearly permit to operate a public water system will be required <br /> by the EHD prior to sign off of the certificate of final occupancy (San Joaquin County <br /> Development Title, Section 9-1120.2 and 9-1115.9.). <br /> The supplier must possess adequate financial, managerial, and technical capability to assure <br /> delivery of pure, wholesome, and potable drinking water in accordance with San Joaquin <br /> County Development Title, Sections 9-1120.2 and 9-1115.9 and C.C.R., Title 22, and Health <br /> and Safety Code, Section 116525 116570. <br /> 2) A soil suitability and nitrate loading study incorporating proposed staff and customer use shall <br /> be submitted to the Environmental Health Department, indicating that the area is suitable for <br /> septic system usage. The studies must be approved by the Environmental Health <br /> Department prior to issuance of a building permit. (San Joaquin County Development Title, <br /> Section 9-1105.2(d)).
