AND <br />PORT OF STOCKTON, <br />NUSTAR TERMINAL, <br />SAN JOAQUIN COUNTY <br />On 11 January 2021, NuStar Terminals Operations Partnership, L.P. and the Port of <br />Stockton (Dischargers) submitted a Notice of Intent (NOI) to obtain coverage under <br />Water Quality Order 2003-0003-DWQ, Statewide General Waste Discharge <br />Requirements for Discharges to Land with a Low Threat to Water Quality (hereafter <br />General Order) for hydrostatic testing as part of construction activities at the NuStar <br />Terminal. The submittal contains all the information required to evaluate applicability of <br />the General Order; therefore, the NOI is considered complete. Based on the <br />information provided in the NOI, the discharge meets the conditions of the General <br />Order. The discharge is hereby covered under State Water Resources Control Board <br />General Order 2003-0003-DWQ-0218. Please include this number on all <br />correspondence related to this discharge. <br />PROJECT LOCATION AND DESCRIPTION <br />The project is located at the NuStar Terminal at 2941 and 3015 Navy Drive, Stockton in <br />San Joaquin County, as shown on Attachment A. The project consists of facility <br />expansion and upgrades to aide fuel delivery to the facility by ship. The upgrades <br />include the installation of new piping, valves, flanges, and fittings to connect <br />aboveground storage tanks (ASTs) at the tank farm. After the construction upgrades, <br />hydrostatic testing of the new pipelines will occur. <br />KARL E.
