MONITORING AND REPORTING PROGRAM ORDER NO. R5-2015-0012-043 7
SAN JOAQUIN COUNTY PUBLIC WORKS
SAN JOAQUIN COUNTY
CONTINGENCY PLAN
5. The Contingency Plan is to consist of the following steps:
(1) All ozone injection will cease.
(2) The sampling frequency will increase to monthly in any affected Treatment,
Transition, or Compliance Zone well(s).
(3) Should exceedances continue during 2 subsequent monthly sampling events
either well MW -1 or MW -2 will be used for low -flow batch extraction of
groundwater into a portable tank.
(4) Ozone sparging will resume only once breakdown/byproduct concentrations have
decreased below Action Levels, and it can be demonstrated that concentrations
do not pose a risk to human health or the environment.
(5) The ozone injection program may be modified to limit the production of
breakdown/byproducts, e.g. periodic switching between ozone and air -only
sparging. However, no changes to the injection program are to be made without
Central Valley Water Board staff concurrence.
FIELD MONITORING
6. In addition to the above sampling and laboratory analyses, each time a monitoring
well or remedial well is sampled, monitoring of field parameters shall performed as
specified in Table 3.
Table 3: Field Monitoring Parameters
All wells that are purged shall be purged until pH, temperature, conductivity and
dissolved oxygen are within 10% of the previous value.
Field test instruments (such as those used to test pH and dissolved oxygen) may be
used provided that:
(1) The operator is trained in proper use and maintenance of the instruments,
Practical
Parameters
Units
Quantitation
Analytical
Limit
Method
Groundwater Elevation
ft (Mean Sea
0.01
Measurement
Level
Oxidation -Reduction
Potential
mV
10
Field Meter
Electrical Conductivity
PS/cm
50
Field Meter
Dissolved Oxygen
m /L
0.2
Field Meter
pH
pH Units (to 0.1
0.1
Field Meter
units
Temperature
'F/°C
0.1
Field Meter
All wells that are purged shall be purged until pH, temperature, conductivity and
dissolved oxygen are within 10% of the previous value.
Field test instruments (such as those used to test pH and dissolved oxygen) may be
used provided that:
(1) The operator is trained in proper use and maintenance of the instruments,
