INTRODUCTION <br />Chesney Consulting has been retained by Mr. Harold Lepelley, owner of the County Manor Mobile <br />Home Park (CMMHP) in Lockeford, CA to complete this report which details the requirements that <br />have been imposed by the San Joaquin County Environmental Health Department (EHD). <br />Specifically, the EHD is requiring information on: 1.) Total water usage by the MHP, 2.) <br />Designated primary effluent disposal areas, 3.) Soil permeability data regarding these areas, 4.) And <br />of significant importance to the EHD is the reserve/replacement area(s) correlated with soil <br />permeability and water usage data. The two APN's composing the project are referenced on the <br />Title Page. <br />A research study of the onsite existing Nottingham Wastewater Treatment System for the <br />CMMHP was conducted in May 2021. Mr. Lepelley had originally contemplated replacing this <br />system with a more conventional wastewater treatment system. In the intervening time, a number <br />of upgrades were made to the Nottingham system, including increasing the capacity of the air <br />blowers to oxygenate the effluent from the treatment system. This procedure has produced <br />numerous benefits, primarily creating a much cleaner and clearer effluent with virtually no <br />particulate matter. Increased soil permeability within the onsite seepage pits was also observed. <br />After system procedural changes (primarily increasing oxygenation) were implemented, a sample <br />of the effluent was taken to compare with the effluent sample retrieved for the May 2021 report. <br />The Test Results are found in Appendix C. <br />RESULTS AND DISCUSSION <br />WASTEWATER VOLUME <br />The first issue of concern to the EHD is the volume of water the CMMHP is using. Facilities that <br />generate in excess of 10,000 gallons per day (gpd) of wastewater must file and consult with the <br />Central Valley Regional Water Quality Control Board (Regional Board) regarding Waste <br />Discharge Requirements. <br />Found in Appendix B, are Water Usage Reports for the CMMHP obtained from Mr. Lepelley, <br />which illustrate monthly water usage from the onsite well for the years 2018, 2019 and 2020. <br />Table 1 below, is the summarization of total water usage for each respective year, with annual (in <br />millions of gallons) and daily (annual divided by 365) totals. <br />TABLE 1 <br />YEAR <br />ANNUAL TOTALS <br />AVERAGE DAILY TOTALS <br />2018 <br />2.724 MG <br />7,463 GPD <br />2019 <br />2.895 MG <br />7,932 GPD <br />2020 <br />3.216 MG <br />8,811 GPD <br />Page -1- <br />Chesney Consulting <br />
