; <br /> SAN x�JOAQU � Environmental Health Department <br /> � <br /> C0L.IJT`o' <br /> Aboveground Petroleum Storage Act Inspection Report <br /> Facility Name: Facility Address: Date: <br /> VALLEY PACIFIC PETROLEUM SERVICES 1 166 FRANK WEST CIR, STOCKTON February 23, 2022 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 712 CFR 112.7(e), 112.8(c)(6) Failed to perform scheduled tank tests or inspections by appropriately qualified <br /> personnel. <br /> OBSERVATION: Facility failed to ensure that tanks are inspected and tested.Tank AST-8 is located inside a <br /> concrete secondary containment covered by a metal plate which needs to be lifted in order to observe the outside <br /> of the tank;facility indicated that this tank is not being inspected on a regular schedule. <br /> REGULATION GUIDANCE: 112.8(c)(6)Test or inspect each aboveground container for integrity on a regular <br /> schedule and whenever you make material repairs.You must determine, in accordance with industry standards, <br /> the appropriate qualifications for personnel performing tests and inspections,the frequency and type of testing and <br /> inspections,which take into account container size, configuration, and design (such as containers that are: <br /> shop-built,field-erected, skid-mounted, elevated, equipped with a liner, double-walled, or partially buried). <br /> Examples of these integrity tests include, but are not limited to:visual inspection, hydrostatic testing, radiographic <br /> testing, ultrasonic testing, acoustic emissions testing, or other systems of non-destructive testing.You must keep <br /> comparison records and you must also inspect the container's supports and foundations. In addition, you must <br /> frequently inspect the outside of the container for signs of deterioration,discharges, or accumulation of oil inside <br /> diked areas. Records of inspections and tests kept under usual and customary business practices satisfy the <br /> recordkeeping requirements of this paragraph. <br /> 112.7(e) Inspections,tests, and records. Conduct inspections and tests required by this part in accordance with <br /> written procedures that you or the certifying engineer develop for the facility. You must keep these written <br /> procedures and a record of the inspections and tests, signed by the appropriate supervisor or inspector,with the <br /> SPCC Plan for a period of three years. Records of inspections and tests kept under usual and customary business <br /> practices will suffice for purposes of this paragraph. <br /> CORRECTIVE ACTION: Immediately ensure that all tanks are inspected and tested by an appropriately qualified <br /> person in accordance with industry standards. Submit proof of correction to the EHD. <br /> This is a repeat violation, Class II. <br /> 718 CFR 112.8(c)(10) Failed to promptly correct visible discharges and/or remove accumulations of oil in diked areas. <br /> OBSERVATION: The facility failed to promptly correct visible discharges, some oil leaking and oily puddling (-1' <br /> diameter)was noted below two oil dispensing nozzles, located in the area next to AST-8.Also oily smearing was <br /> observed on top of two oil tanks(AST#2 and#5)in the area of oil pumps. Facility inspection records for the facility <br /> indicated that these two tank pumps(#2 and#5)have been leaking since 11/27/2020; each monthly inspection <br /> record since 11/27/2020 noted the issue with leaking at these locations. <br /> REGULATION GUIDANCE: (c)(10) Promptly correct visible discharges which result in a loss of oil from the <br /> container, including but not limited to seams, gaskets, piping, pumps, valves, rivets, and bolts.You must promptly <br /> remove any accumulations of oil in diked areas. <br /> CORRECTIVE ACTION: Immediately fix all leaks and clean all oily staining, and manage all wastes according to <br /> the California Code of Regulations Title 22 hazardous waste regulations, submit proof of correction to the EHD. <br /> This is a Class II violation. <br /> FA0006289 PR0515523 SCO01 02/23/2022 <br /> EHD 28-01 Rev.12/06/2021 Page 6 of 7 Aboveground Petroleum Storage Act OIR <br /> 1868 E.
