SAN ,,] DAQ U I <br /> N Environmental Health Department <br /> c0uT IV <br /> Aboveground Petroleum Storage Act Inspection Report <br /> Facility Name: Facility Address: Date: <br /> KNIFE RIVER 400 S LINCOLN ST, STOCKTON March 01, 2022 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 716 CFR 112.8(c)(8)(v) Failed to regularly test liquid level sensing devices to ensure proper operation. <br /> OBSERVATION: Testing for Liquid level sensing devices was not discussed in the SPCC plan. <br /> REGULATION GUIDANCE: (c)(8)(v)You must regularly test liquid level sensing devices to ensure proper <br /> operation. <br /> CORRECTIVE ACTION: Liquid level sensing devices must be installed in accordance with CFR 112.8 and shall be <br /> regularly tested to ensure proper operation. Ensure SPCC plan adequately discusses testing of all liquid level <br /> sensing devices, and submit proof of correction to the EHD. <br /> This is a Class II violation. <br /> 718 CFR 112.8(c)(10) Failed to promptly correct visible discharges and/or remove accumulations of oil in diked areas. <br /> OBSERVATION: The facility failed to promptly correct visible discharges of oil from the following containers; <br /> The secondary containment for a 55 gallon used oil drum located north of the truck shop,was observed <br /> approximately half full of dark liquid. <br /> Oily spills were observed below the two 275 gallon motor oil and hydraulic oil tanks located in the truck shop. <br /> REGULATION GUIDANCE: (c)(10) Promptly correct visible discharges which result in a loss of oil from the <br /> container, including but not limited to seams, gaskets, piping, pumps, valves, rivets, and bolts.You must promptly <br /> remove any accumulations of oil in diked areas. <br /> CORRECTIVE ACTION: Immediately dispose of liquid in secondary containment, and clean oily spill located under <br /> the two 275 gallon petroleum tanks, and manage all wastes according to the California Code of Regulations Title 22 <br /> hazardous waste regulations, submit proof of correction to the EHD. <br /> This is a Class II violation. <br /> FA0010965 PR0522005 SCO01 03/01/2022 <br /> EHD 28-01 Rev.9/16/2020 Page 8 of 10 Aboveground Petroleum Storage Act OIR <br /> 1868 E.
