Industry Standards Testing
Williams Tank Lines
1477 Tillie Lewis Drive, Stockton, CA 95206
Industry Standards testing was performed on May 7, 2020, as prescribed by the
guidelines of the Steel Tank Institute and the requirements of the SPCC Plan Section
112.8(c)(6).
§ 112.8 Spill Prevention, Control and Countermeasure Plan requirements for onshore
facilities (excluding production facilities).
(c) Bulk storage containers.
(6) Test each aboveground container for integrity on a regular schedule, and whenever
you make material repairs. The frequency of and type of testing must take into account
container size and design (such as floating roof, skid mounted, elevated, or partially
buried). You must combine visual inspections with another testing technique such as
hydrostatic testing, radiographic testing, ultrasound testing, acoustic emissions testing,
pneumatic pressure or another system of nondestructive shell testing. You must keep
comparison records and you must also inspect the container's supports and foundations.
In addition, you must frequently inspect the outside of the container for signs of
deterioration, discharges, or accumulation of oil inside diked areas. Records of
inspections and tests kept under usual and customary business practices will suffice for
purposes of this paragraph.
Industry Standards testing was performed utilizing a Certified Ashcroft T5500 SS 0-5 psi
gauge. Calibration of the certified testing device was performed and passed on May 7,
2020, prior to conducting the non-destructive test evaluations.
Industry Standards testing consisted of pneumatic pressure testing of the secondary
containment space. No defects were observed throughout all of the oil product tanks and
the systems are in compliance with CFR 112.8(c)(6) testing requirements.
Test frequency is based on a five-year basis as the tank system is a Category II.
Gary Reeves
Certified Steel Tank Institute Level I
& Level II Tank System Inspector at
SP001 #11111
NDT-UT#0001
ASNT-TC-1A#073128
Certified Environmental Professional ,
REA II #30349
Gary Reeves, LLC
