S A N J D AR I N Environmental Health Department <br /> Small Quantity Hazardous Waste Generator Inspection Report <br /> Facility Name: Facility Address: Date: <br /> PADILLAS AUTO REPAIR 270 BUTTON AVE, MANTECA March 08, 2022 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 119 HSC 25404(e)(4) Failed to report accurate program data in the California Environmental Reporting System (CERS). <br /> OBSERVATION: In the CERS Facility Information Business Activities section, you have marked "yes"for your <br /> facility having Remote Consolidation. However,there was not a Remote Consolidation submittal in CERS. <br /> REGULATION GUIDANCE: Each regulated business shall report program data electronically on the CERS <br /> website. <br /> CORRECTIVE ACTION: Immediately report your business activities including the hazardous waste program on the <br /> CERS website or change the Yes to"NO" and resubmit. Provide a corrective action statement to the San Joaquin <br /> County Environmental Health Department within 30 days. <br /> This is a Class II violation. <br /> 301 CCR 66262.34(d)(2) Facility not maintained to minimize the release of a hazardous waste. <br /> OBSERVATION: Oily staining and oily waste was observed around the hazardous waste storage area . One open <br /> oily plastic containers, and drain pan was observed on the top of a 55 gallon black steel drum with standing oil and <br /> oily residue. <br /> REGULATION GUIDANCE:A hazardous waste generator must maintain and operate its facility to minimize the <br /> possibility of a fire, explosion, or any unplanned sudden or non-sudden release of hazardous waste or hazardous <br /> waste constituents to air, soil, or surface water which could threaten human health or the environment. <br /> CORRECTIVE ACTION: Immediately clean all spills and closed all open containers. Manage the waste according <br /> to Title 22 California Code of Regulations for hazardous waste. Submit a statement and supporting documentation <br /> to the San Joaquin County Environmental Health Department describing the storage and final disposition of the <br /> cleaned up waste. <br /> This is a repeat violation, Class II. <br /> 403 CCR 66262.34(d)(2) Failed to keep hazardous waste containers closed except when adding or removing hazardous <br /> waste. <br /> OBSERVATION: The following open hazardous waste storage containers were observed on-site: . One 55 waste <br /> oil container was observed in the hazardous waste storage area located inside the facility not closed. <br /> REGULATION GUIDANCE:A container holding hazardous waste shall always be closed during transfer and <br /> storage, except when it is necessary to add or remove waste. <br /> CORRECTIVE ACTION: Immediately close these containers and ensure all hazardous waste containers are closed <br /> when not adding or removing waste.
