Cunha Trucking, Inc. <br /> Countermeasures for Discharge Discovery, Response & Cleanup <br /> In the event of a discharge of oil products Cunha Trucking, Inc.'s management shall be <br /> notified. All employees on duty will be trained to attempt to stop and minimize the continuation <br /> of any discharge. Valves not closed will be closed and secured; pumps will be turned off and/or <br /> isolated to secure the discharge. The capping or black-flanging of terminal connections will be <br /> performed, if necessary. Regular inspections of the aboveground valves,piping and appurtenances <br /> are performed and recorded on a Annual basis. The inspection forms are in Appendix A & B in <br /> this SPCC Plan. Buried piping from the main dispenser to the slave dispenser is less than 10% of <br /> the total fuel containment for the aboveground#2 Diesel fuel system. No monitoring is required. <br /> All of the pipe supports are designed to properly support the transfer piping within the systems. <br /> Specific facility personnel are and shall continue to remain trained to respond to small spills at the <br /> facility. Absorbent materials shall be used to contain and dispose of the oil products that are <br /> discharged. Any discharge or spill will be monitored by Cunha Trucking, Inc.'s management to <br /> ensure that safety is addressed and that all waste is contained, transported and disposed of in a <br /> proper manner. <br /> All appropriate Emergency Agencies,as required,will be notified. See 40 CFR 112.7(a)(5) <br /> page 21, for a detailed procedure. For any spill Cunha Trucking, Inc. will report the discharge to <br /> the Regional Authority San Joaquin County Environmental Health Department at (209) 468- <br /> 3420, local fire department at 911, NRC at 415-947-8713 and EPA Region 9 at 800-300-2193. <br /> The SPCC reporting form is retained in Appendix F,page 44. <br /> Methods of Disposal of Recovered Materials <br /> If the discharged oil product is contained within the containment area by facility personnel, <br /> the recovered material will be stored in drums or other appropriate containers for the product. Any <br /> waste generated from the discharge will be disposed of in a safe and proper manner within the <br /> required regulated time limits.No disposal material will be allowed to be stored on site or removed <br /> without the written approval of Cunha Trucking, Inc.'s management. All transported hazardous <br /> waste shall be manifested and transported by a California registered service and sent to an <br /> appropriate site. Documentation of removal and disposal will remain on site and available for <br /> inspection. <br /> George W. Lowry, Inc. will be the site's Environmental Remediation Contractor. If the <br /> discharge requires the use of another outside environmental remediation contractor, they will be <br /> contacted for the proper disposal of the recovered materials. Cunha Trucking, Inc. 's management <br /> will ensure that the contractor utilizes proper procedures, ensures that safety is addressed and that <br /> all waste is contained, accounted for transported and disposed of in a proper manner. <br /> Gary Reeves, LLC 18 <br />
