Santa Fe Road, Escalon, CA
San Joaquin County Environmental Health Division (hereinafter Department) has received and reviewed
your letter of October 29, 1998, addressed to DeeAnne Watkins. Deputy County Counsel, San Joaquin
County and carbon copied to our department. This letter indicates, on number 5, that Cal State Mortgage
would ..."bring out a contractor on or soon after November 16, 1998, unless you (DeeAnne Watkins),
advise in writing of any other concerns." On November 10, 1998, Deputy County Counsel responded in a
letter requesting that Environmental Health Division be notified of the licensed contractor's name and the
destination of all waste removed. To this date no such contact has been made. An inspection was made on
February 8, 1999, of the property located at 23023 S. Santa Fe Road, from the roadway. This inspection
revealed that no waste has been removed from this site. This lack of action is inconsistent with the removal
of wastes as discussed at the October 6, 1998, meeting.
San Joaquin County Environmental Health Division, is requesting the following information:
1. The name of the licensed contractor you have contacted to remove the wastes.
2. The final destination of all wastes removed.
3. A proposed time frame for removal of said wastes.
This information is to be provided to this department no later than 45 days after receipt of this letter.
In addition, the following items remain uncompleted from the October meeting between San Joaquin
County and Cal State Mortgage:
1. Cal State Mortgage will identify the property lines of the parcel located at the above referenced
address.
2. San Joaquin County and representatives or agents of Cal State Mortgage will conduct an inspection of
the said property to identify all solid wastes to be removed from the surface of the ground.
3. A further investigation will be done to determine the disposition of the underground wastes at this site.
If you have any questions please contact Steven Mindt, Sr. REHS, at (209) 468-0343 of my staff.
Karen Furst, M.
