SAN ,dDAQ U I N Environmental Health Department <br /> C01-1 N T <br /> Large Quantity Hazardous Waste Generator Inspection Report <br /> Facility Name: Facility Address: Date: <br /> NORTH COUNTY LANDFILL 17720 E HARNEY LN, LODI February 24, 2022 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 608 CCR 66266.130 Failed to properly manage used oil filters or fuel filters. <br /> OBSERVATION: Containers of used metal oil or fuel filters out of compliance with the storage rules were observed <br /> on-site. The following used metal oil or fuel filter containers were on-site: two black metal 55 gallon drums of <br /> drained filters were observed in the maintenance shop without labels. <br /> REGULATION GUIDANCE: <br /> Title 22 California Code of Regulations section 66266.130 Management of Used Oil Filters. <br /> California Health&Safety Code section 25250.22 Fuel Filters <br /> CORRECTIVE ACTION: Immediately drain all metal oil and fuel filters of free-flowing liquid, store them in closed, <br /> rainproof containers. Label the container with the words"drained used oil filters"or"used gasoline filters", <br /> depending on the contents. Mark the container with an accumulation start date. Dispose of all used filters stored <br /> on-site greater than one year. Used filters not stored, handled and disposed of according to this section are <br /> regulated as hazardous waste. Provide a corrective action statement, disposal records and supporting <br /> documentation to the San Joaquin County Environmental Health Department(EHD)within 30 days. <br /> ------------------------- <br /> ------------------------- <br /> OBSERVATION: This facility generates used metal oil and fuel filters from equipment maintenance done by Pape <br /> Machinery and Holt of California. The service invoices don't include the bill of lading details required for drained <br /> used metal oil and fuel filters generated by this service. North County personnel indicated that Pape and Holt take <br /> the filters after the service work. <br /> REGULATION GUIDANCE: <br /> Persons generating,transporting, or receiving used drained metal oil or fuel filters shall use a bill of lading to record <br /> the transfer of used filters. Bills of lading must indicate generator,transporter, and receiving company names, <br /> addresses,telephone numbers,the quantity and size of used filter containers transferred, and the date of transfer.A <br /> copy of each bill of lading must be kept on the premises of the generator,transporter, and receiving facility where <br /> the used filters were handled.
