Background and Purpose <br />Broad Reach Power is developing a battery energy storage system at 2482 Carpenter Road, <br />Stockton, California that is referred to as the Cascade California battery Energy Storage System. An <br />existing residential care facility is located on the northern half of the property. As part of the <br />conditions of approval, the County of San Joaquin required that the existing septic system for the <br />residential care facility needs to be replaced to meet current County requirements. The purpose of <br />this technical memorandum is to provide sizing calculations for the new onsite wastewater <br />treatment system (OWTS). <br />2. Regulations <br />Design of the OWTS must comply with the following four documents prepared by the County of San <br />Joaquin: <br />• Water Quality Control Policy for Siting, Design, Operation, and Maintenance of onsite <br />wastewater treatment systems policy (OWTS Policy) <br />• San Joaquin County Onsite Wastewater Treatment Systems Local Agency Management <br />Program (LAMP) <br />• Title 9 of the Ordinance Code of San Joaquin County <br />• San Joaquin County Onsite Wastewater Treatment Standards (OWTS Standard) <br />3. Treatment <br />LAMP requires that a soil suitability and nitrate loading study be prepared as part of the design of <br />an OWTS that demonstrates the effluent concentrations of nitrate less than 10 mg/L. AECOM <br />retained BSK Associates, who prepared the Soil Nitrate Report (E21-002-01 B), dated June 23, <br />2021, and is attached for reference. BSK Associates stated that because this project is replacement <br />of an existing septic system, that pre-treatment may not be required by the County. If they do, BSK <br />Associates evaluated the Fujiclean CEN21 and determined that one unit would result in total <br />nitrogen concentrations between 9.5 mg/L and 11.8 mg/L. The Fujiclean CEN21 is NSF245 <br />compliant according to the manufacturer documentation. <br />
