AECOM
AECOM
5001 E. Commercenter Dr., Suite 100
Bakersfield. CA 93309
Technical Memorandum
tel 661.283.2323
To Broad Reach Power Page 1
CC Jessica Driscoll, AECOM
Subject Septic System Evaluation - BESS
From Daniel Cronquist, PE
Date September 15, 2021
1. Background and Purpose
Broad Reach Power is developing a battery energy storage system at 2482 Carpenter Road,
Stockton, California that is referred to as the Cascade California battery Energy Storage System. An
existing residential care facility is located on the northern half of the property. As part of the
conditions of approval, the County of San Joaquin required that the existing septic system for the
residential care facility needs to be replaced to meet current County requirements. The purpose of
this technical memorandum is to provide sizing calculations for the new onsite wastewater
treatment system (OWTS).
2. Regulations
Design of the OWTS must comply with the following four documents prepared by the County of San
Joaquin:
• Water Quality Control Policy for Siting, Design, Operation, and Maintenance of onsite
wastewater treatment systems policy (OWTS Policy)
• San Joaquin County Onsite Wastewater Treatment Systems Local Agency Management
Program (LAMP)
• Title 9 of the Ordinance Code of San Joaquin County
• San Joaquin County Onsite Wastewater Treatment Standards (OWTS Standard)
3. Treatment
LAMP requires that a soil suitability and nitrate loading study be prepared as part of the design of
an OWTS that demonstrates the effluent concentrations of nitrate less than 10 mg/L. AECOM
retained BSK Associates, who prepared the Soil Nitrate Report (E21-002-01 B), dated June 23,
2021, and is attached for reference. BSK Associates stated that because this project is replacement
of an existing septic system, that pre-treatment may not be required by the County. If they do, BSK
Associates evaluated the Fujiclean CEN21 and determined that one unit would result in total
nitrogen concentrations between 9.5 mg/L and 11.8 mg/L. The Fujiclean CEN21 is NSF245
compliant according to the manufacturer documentation.
