PREVIOUSLY APPROVED FINDINGS FOR QUARRY OPERATION <br /> PA-0500847 <br /> TRIANGLE PROPERTIES INC./DSS COMPANY DBA KNIFE RIVER CONSTRUCTION <br /> 1. The proposal is for the removal of regionally significant or scarce deposits of mineral resources and not for <br /> removal of prime farm land. <br /> • This finding can be made because the proposed project site has been identified as having <br /> significant deposits of sand and gravel by the Department of Conservation (Division of Mines <br /> and Geology)and classified within a Mineral Resource Zone 2 (MRZ-2). Specifically,the site is <br /> being mined for sand and gravel materials and will not result in the removal of prime farmland <br /> because the topsoil will be temporarily stockpiled and used to reclaim the site back to <br /> agriculture. <br /> 2. The proposed reclamation of the property upon completion will leave the property in a condition,which will <br /> allow its reuse. <br /> • This finding can be made because the reclaimed soil in all excavated areas will be mixed and <br /> placed according to the standards developed by the Environmental Impact Report (EIR) to <br /> maintain the site's grazing potential. <br /> 3. Issuance of the permit shall not be significantly detrimental to the public health, safety, or welfare, or be <br /> injurious to the property or improvements to the vicinity <br /> • This finding can be made because there will be no excavation below the ground water table, <br /> and potable water services are to be provided for employees.The significant and unavoidable <br /> impacts associated with air quality are overridden by the benefit to the County of mining a <br /> significant extractive resource deposit. <br /> PA-0500847—Findings 1 <br />
