FLORIDO
Called and spoke to Tim Babcock, Broadbent Sr Scientist, who reports an
approximate 10 gallon diesel fuel spill at the Pilot Travel Center (Flying J) at 345 E
Roth Rd in French Camp the weekend of July 4th. Tim to confirm the exact date of
the release. Tim stated a truck had a hole in its saddle tank, and before a facility
employee could get to the diesel island to begin cleaning up the spill, the truck
driver had left the site. The facility applied absorbent to the spill and placed the
absorbent into one of the facility's hazardous waste drums. Per Tim, Ancon
Services pressure washed the the ground except for the diesel island on the date
of the incident, and allowed the rinseate to go into the facility's oil-water separator.
Per Tim, Ancon is on-site today to pressure wash the diesel island and the
rinseate will be disposed of as non-RCRA hazardous waste.
Discussed complaint with Elena Manzo, Ld Sr REHS.
Requested Tim to send me the date of the incident, photos of the clean-up, and to
create a spill report with Cal OES. Tim asked if he still had to create a spill report if
he felt that the spill was beneath the reporting requirement. Discussed with Garrett
Backus, Ld Sr REHS, and Elena Manzo. Informed Tim that EHD is not requiring
him to create a spill report.
Generated Prop 65.
07/12/2021 Documented narratives. Discussed complaint with Elena Manzo, Ld Sr REHS. FLORIDO
07/12/2021 Reviewed email and spill clean up photos received from Tim Babcock on
7/9/2021. Tim states the spill occurred on 7/5/2021, and Ancon generated 1 drum
of oily water (diesel & water) to be profiled into Crosby & Overton in Long Beach,
CA. The drum is still on site. Tim states he will provide the profile sheet and
manifest.
Generated complaint. Generated complaint inspection report.
07/14/2021 Emailed report to Tim Babcock and Joey Cupp, Flying J environmental contact
listed on CERS.
