PE 2546 MURO <br /> 282 min SC 544 <br /> A 10 - 15 gallon hydrobromic acid spill was reported by Tyler Beitling(Hazmat One) <br /> at 1535 Pescadero Ave in Tracy. <br /> I called Tyler at 800-229-5252. Tyler reported that the spill occurred due to a <br /> forklift accidentally puncturing the container as it was being offloaded from truck <br /> freight container. Ancon Services is onsite. No storm drains or water ways were <br /> impacted. Received on-site Ancon Services foreman information. Alejandro <br /> Samano, 510-293-8099. <br /> Discussed with Haza Saeed and Stacy Rivera. <br /> I called on site Ancon Services Site Foreman,Alejandro Samano. Alejandro said <br /> they were still onsite. Advised that I go through the YRC truck entrance. <br /> 9:35 AM Left EHD and arrived at YRC at 10:17 AM. <br /> Met with Ancon Site Foreman,Alejandro Samano. Alejandro stated that the <br /> hydrobromic acid spill area was neutralized with sodium bicarbonate and verified <br /> with pH test strips. Then, dry sweep was applied to entire neutralized area and <br /> swept. All waste generated, dry sweep, PPE, wooden pallet, and card board was <br /> placed into two 55-gallon drums. Remaining hydrobromic acid in the damaged 55 <br /> gallon drum was over packed. I verified the pH over the asphalt to be 7 on the east <br /> side of cleanup area and 6 on the west side of the cleanup area. Cleanup was <br /> adequate. <br /> Discussed waste disposition with Alejandro (Ancon) and Mark Murdock <br /> (Distribution Center Manager at YRC) but was not getting clear answers. Mark <br /> suggested I direct all questions to their environmental contact, Ruben.... <br /> Spoke to Harold ....(YRC) who said the amount of hydrobromic acid was not 10 - <br /> 15 gallons. He was upset and said he would call Tyler(Hazmat One) and ask him <br /> to update the amount. Harold believes only one gallon of hydrobromic acid was <br /> spilled. <br /> Received call from Toby Morelli(EHD) He told me that he received a call reporting <br /> an update for the hydrobromic acid spill from 10- 15 gallons to an exact amount of <br /> 5.2 gallons release. Toby updated the amount on the complaint 5104 report. <br /> 11:58 AM Arrived at EHD. <br /> Updated responsible party information on complaint. <br /> Reviewed photos of spill area before cleanup emailed to me from Alejandro <br /> Samano (Ancon) alejandros@anconservices.com. <br /> Generated a notice to abate and emailed to Ruben Byerley at <br /> ruben.byerley@yrcfreight.com. I asked Ruben to provide an SDS sheet for the <br /> product. I also requested hazardous waste determination and recovered <br /> hydrobromic product disposition. <br /> Note: There is an error on the Notice to Abate. I stated 52 gallons and 5.2 gallons. <br /> The correct amount spilled is 5.2 gallons. <br /> Page 1 of 3 <br />
