Reportedly, approximately 10 to 15 gallons of "blue <br />sticker" non-PCB transformer oil was released from a downed power pole. <br />5:00 pm Left to go to the site. I was having difficulty locating the spill area, called <br />Alex Steele at 209-337-8902. Received spill coordinates from Alex Steele. <br />Located the spill; it's located off of the main road on a dirt private road. Arrived on <br />site, met Ancon environmental cleanup crew retained by PG&E. Met Roger <br />Ingram, field supervisor. 916-955-1062. Observed black oily stating on dirt road <br />extending from a broken power pole with two pole mounted transformers down to <br />a nearby tomato field. The tomato field (immediately adjacent to and downgradient <br />from the damaged transformers) had wet soil, which appeared to be recently <br />irrigated. No oily sheen was observed on the standing water between tomato <br />plants. Some staining may be present on soil near the tomato plant closest to the <br />spill area. When I arrived, the clean up contractor was in the process of removing <br />some of the impacted soil immediately adjacent to the tomato field disturbing the <br />original spill footprint, so it was not apparent if this spill impacted tomato plants or <br />not. Met with the property owner Richard Marchini, 209-481-3035. Let him know <br />what my role is and that I'm on site to verify clean up. He expressed his concern <br />that he did not want to damage too many crops with these cleanup activities; I <br />provided my contact information and asked to let me know if he had any <br />questions. PG&E will be replacing the power pole tonight and restoring electrical <br />before additional cleanup could be completed. Spoke with Roger Ingram, he will <br />notify me when the cleanup is nearing completion so I could come and verify clean <br />up. Roger indicated that all generated waste will be tanked to PG&E yard pending <br />disposal. Generated a notice to abate for remaining clean up. Emailed a notice to <br />abate to Alex Steele. Left the site. <br />At 9:24 PM received a text message from Roger Ingram 916-955-1062 with <br />pictures of tarp covering the impacted area. Called Roger and discussed next <br />step. Roger indicated that the impact the dirt is too hard. They are going to do <br />utility clearance and come back to finish cleanup with heavy equipment.
