Called and spoke to Alex Steele of PG&E who stated the release was <br />from a pad mounted transformer in a residential area due to malfunction, occurred <br />on 1/27/22, and was cleaned up on 1/27/22 by PSC using absorbent, 1x55 gallon <br />drum of excavated soil and used absorbent was generated from the clean-up, and <br />the waste drum waste taken to the PG&E facility at 4040 West Lane, Stockton, for <br />storage until disposal. Alex provided photos of the spill before and after clean-up <br />and a photo of the PG&E waste shipping paper. Based on the photos, it appeared <br />absorbent was left in the excavated area next to the transformer. Alex confirmed <br />that a sample of the pad mounted tranformer oil will be analyzed for PCBs. Since I <br />was in the middle of a UST inspection in the late afternoon, I called Vicky <br />yang-Lee, C-inspector, to request she visit the site to determine if the clean-up <br />was complete. <br />Received a call back from Vicky stating no oil staining was observed on the soil, <br />but there was absorbent left in the excavation next to the transformer. Notified <br />Alex Steele that the clean-up was not complete and that Vicky will issue him a <br />Notice To Abate. Requested Alex to notify me when the clean-up will be complete. <br />01/28/2022 Went to the site location to verify clean-up. The clean-up is inadequate. Emailed VANG-LEE <br />a notice to abate to R2SV@pge.com: <br />"I arrived on site to verify clean-up. According to information received by the <br />Environmental Health Department (EHD), the release happened yesterday <br />(01/27/2022) and clean-up was also completed yesterday. I inspected the area <br />and did not observe any staining. I observed a small area to the left of the <br />transformer that has been excavated. I observed absorbent sand inside the <br />excavated area that has not been removed. Clean-up is inadequate. Ensure that <br />all impacted material are properly disposed. Facilitate spill cleanup by properly <br />trained individuals, provide hazardous waste determinations and waste/hazardous <br />waste disposal records for impacted material to the EHD. <br />Please be advised that the disposal of any waste [HSC 5411] or disposal of any <br />hazardous waste, or the causing thereof, is prohibited when the disposal is at a <br />facility that is not permitted or authorized for hazardous waste disposal. [HSC <br />25189.5 (a).]. Please be aware that all hazardous waste shall be disposed of <br />under appropriate hazardous waste manifesting procedure [HSC 25160 (b)(3)]." <br />01/31/2022 Completed 1/28/22 narrative.
