The Site is located in an industrial area about 1.5 miles west of <br />downtown Stockton (Figure 1). <br />SOURCE <br />On 22 July 2020, Union Pacific Railroad (UPRR) observed red-dyed diesel fuel had <br />been released adjacent to one of its locomotives on CCT track PN002-9-806 at the Port <br />of Stockton. UPRR's inspection of the locomotive did not show mechanical failure and it <br />is believed that the release resulted from overfilling the locomotive's diesel tank. While <br />the volume of diesel released is unknown, the area of impact was visible from the red <br />dye additive and measured to be approximately 44 feet long by 11 feet wide. San <br />KARL E.
