Release went onto the asphalt parking lot <br />only. Called <br />and spoke to David White, Prime Inc (responsible party) Safety Supervisor, who <br />stated the number of the tractor-trailer that released the fuel is 711292, and <br />Premium Environmental Services hired Ancon Services to conduct the clean-up. <br />Called and spoke to Colt Fehlinger of Premium Environmental, who stated the spill <br />occurred at the Flying J facility, Ancon applied granular absorbent to the 20 ft by <br />12 ft spill area, swept up the absorbent, and placed the used absorbent into a <br />55-gallon drum, which was left on-site for profiling. Called and left a voice <br />message for Norm Sanchez of Ancon Services. Called and spoke to Matt Duce, <br />Flying J General Manager. Matt Duce was unaware of the spill. Discussed <br />complaint with Elena Manzo, Ld Sr REHS. Prepared for complaint inspection. <br />Arrived on-site and met with Matt Duce who escorted me to the spill area. <br />Observed the spill area impacted 5-6 tractor-trailer parking spaces, located west <br />of the Flying J truck fueling pumps. The nearby storm drain and the facility's <br />on-site retention pond did not appear to be impacted by the spill. Absorbent had <br />been applied to part of the spill, however absorbent was not applied to one area of <br />the spill. Used absorbent was also left on the ground. The spill clean-up done by <br />Ancon Services was incomplete, and the waste generated by Ancon was not <br />immediately found on-site. Flying J on-site personnel completed the clean-up <br />using absorbent and placed the used absorbent in a 55-gallon hazardous waste <br />drum in the facility's hazardous waste storage area. The waste generated today <br />will be disposed of by Flying J, a permitted hazardous waste generator. The <br />55-gallon drum of used absorbent generated by Ancon Services was found on the <br />west side of Flying J's aboveground fuel storage tanks. Prime Inc. to provide a <br />copy of the final hazardous waste manifest for the waste generated by Ancon <br />Services to the EHD. Took photos. Left site for EHD. <br />Arrived back at EHD. Generated complaint, OIR, Prop 65, Emergency Response <br />Record form, and photo log. Emailed OIR to David White (dwhite@primeinc.conn) <br />and CC'd Elena Manzo, Ld Sr RENS.
