SAN JOAQUIN c, .1 N T Y <br />Environmental Health Department <br />WASTE DISCHARGE/SPILL RESPONSE <br />NOTICE TO ABATE <br />Responsible Party: PG&E <br /> Date: Nov 20, 2021 <br />RP Mailing Address: PO BOX 7640 Record ID#: COXFM5K50 <br /> <br />SAN FRANCISCO, CA 94120- Program Element: 2546 <br /> <br />Spill Location: 8842 W SCHULTE RD, TRACY <br /> Release/Spill Response (excluding Joint Team) <br /> <br />NATURE OF WASTE DISCHARGE/WASTE RELEASE: <br />A vehicle hit two pole mounted transformers causing the release of 30 gallons of mineral oil onto road and soil. <br /> <br />OBSERVATIONS: <br />Mineral oil had been released onto eastbound Schulte Rd and on the dirt shoulder in front of 8842 W Schulte Rd. PG&E <br />arrived on site and completed cleanup of oil on the road by using absorbent. The dirt area was marked to be surveyed by <br />USA dig. A sample of the oil will be taken and run for PCB analysis. The transformers that were knocked down had "blue <br />stickers" on them. No storm drains or waterways were observed to be impacted by the incident. <br />VIOLATIONS: <br />Discharge of any waste, including sewage <br />(CA Health and Safety Code 5411) <br />Discharge of waste or sewage to water or within 150 ft. of waterway <br />(SJC Ordinance Code Sections 9-1125.3, 9-1125.4) <br />Improper disposal of a hazardous waste <br />(CA Health and Safety Code 25189.5) <br />Permitting or Maintaining a Nuisance <br />(SJC Ordinance Code Section 8-5100) <br />Other Violation <br />CORRECTIVE ACTIONS / ORDER: <br />Investigate and abate contamination under the oversite of the appropriate lead agency. <br />Immediately. <br />Submit copies of hazardous waste manifests/disposal records to the EHD. <br />Submit final disposal records and any hazardous waste determination documentation to the EHD for review. <br />Other Correction <br /> <br />COST RECOVERY: All EHD time associated with this Spill Response is billed to the responsible party at the current hourly <br />rate.
