�PQUIN, <br /> SAN 4.J QQQ U I N Environmental Health Department <br /> COUNTY <br /> Jasjit Kang, REHS, Director <br /> Greutness brows here. <br /> Muniappa Naidu,REHS,Assistant Director <br /> PROGRAM COORDINATORS <br /> Robert McClellon,REHS <br /> Jeff Carruesco,REHS,RDI <br /> Willy Ng,REHS <br /> Melissa Nissim,REHS <br /> Steven Shih,REHS <br /> June 29, 2021 <br /> NOTICE TO ABATE IMMEDIATELY <br /> Howard and Anne Fairbanks Sent U.S. &Certified Mail <br /> 948 Willowbrook Lane <br /> Springville,UT 84663 <br /> Subject: Accumulation of solid waste at 1914 N.Auto Ave.,Stockton,CA 95205(APN 119-210-06) <br /> San Joaquin County, Environmental Health Department(EHD)received an alleged complaint that the above <br /> referenced property has an accumulation of garbage onsite resulting in odors and a rodent infestation.EHD <br /> conducted an initial complaint inspection on 12/30/20 and then additional reinspections were conducted on <br /> 1/21/21, 1/28/21, 2/10/21,2/18/21,3/4/21,3/17/21,4/1/21,4/14/21,4/28/21, 5/12/21 and 6/10/21, with a total of <br /> 12 site visits.The results of the investigation confirmed that this property is subject to the accumulation of solid <br /> waste.The following was noted during the reinspection on June 10, 2021: the pile of solid waste near the center of <br /> the mobile home park has increased,there are piles of solid waste situated outside of the mobile homes/RVs,the <br /> building near the center of the property is filled with solid waste,there is a heavy fly population and a foul odor <br /> present throughout the property.This is a violation of State law/regulation and County ordinance codes: <br /> 1. San Joaquin County Ordinance(SJCO),No.2887,Title 5,Division 2,Chapter 4, <br /> • Section 5-2400; Accumulation of Refuse, Waste,and Filth Prohibited. <br /> • Section 5-2401; improper,Unpermitted Disposal of Waste on Premise. <br /> • Section 5-2402; Metallic or Plastic Containers Required. <br /> • Section 5-2403; Frequency of Service. <br /> 2. Title 14 California Code of Regulation, Section 17410.1; Solid waste Removal <br /> According to the PRC, Section 45000,45005,and 45011,this department has the authority to issue an <br /> administrative order requiring the owner of a property to take corrective action as necessary to abate a nuisance, <br /> cease any illegal action,and establish a time schedule that the site shall be brought into compliance. <br /> Effective immediately,cease and desist all unauthorized accumulation of solid waste at the above referenced <br /> property. Solid waste must not be accumulated for more than seven(7)days. All waste onsite, including <br /> recyclables,must be stored in a closed container. Recyclables can be accumulated for longer periods, if maintained <br /> in a container with a tight fitting lid.The waste material must be removed from the property and disposed of at a <br /> permitted disposal facility. Evidence of proper disposal must be provided to EHD.All violations must be corrected <br /> immediately.
