A NJ O A Q U l N Environmental Health Department <br /> COU NTY— <br /> RCRA Large Quantity Hazardous Waste Generator Inspection Report <br /> Facility Name: Facility Address: Date: <br /> JR SIMPLOT CO 1 16777 HOWLAND RD, LATHROP August 23, 2022 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 208 HSC 25200.3.1(c)Failure of laboratory to comply with laboratory hazardous waste treatment requirements. <br /> OBSERVATION: Jacob Staley,the lab manager, stated that this facility is treating approximately three gallons per <br /> day of acid laboratory waste(pH <2)by neutralization to pH 5-9 with sodium bicarbonate and sodium hydroxide. <br /> The waste solution contains nitric, hydrochloric or sulfuric acid along with other chemicals. The lab staff discharges <br /> the neutralized waste solution down the sink. <br /> This type of treatment does not comply with the California Health and Safety Code parameters described in this <br /> code section since the written procedure does not reference a recommended procedure published by the National <br /> Research Council or a peer-reviewed scientific journal. <br /> The acid waste neutralization procedure consolidates waste from several different lab processes. Each acid waste <br /> generating process must have their own neutralization procedure. <br /> The facility has not made a hazardous waste determination for each acid waste at the point of waste generation <br /> before combination and neutralization. <br /> REGULATION GUIDANCE: California Health &Safety Code section 25200.3.1. <br /> CORRECTIVE ACTION: Immediately stop treatment of the laboratory waste until the facility can demonstrate <br /> compliance with this code section. <br /> 1. Make a hazardous waste determination for each unique waste to determine if the waste is a listed or <br /> characteristic hazardous waste other than for corrosivity. <br /> 2.
