Z -77 - <br />to reclassify 16.3 acres from C-2 <br />(Community Commercial), R-4 (Residential) <br />and RA -30 (Residential) to RR -65 (Rural <br />Residential), on the east side of Highway <br />99 Frontage Road, 1000' south of Morada <br />Lane, northeast of Stockton. <br />PROPOSAL <br />- To rezone 16.3 acres from C-2, R-4 and RA -30 to RR -65 (Rural Residential) <br />to permit a rural residential subdivision and a planned unit development. <br />- The proposed development would consist of 11 residential lots of from 1.25 <br />to 1.37 acres and Lot "A" for a drainage pond. A proposed 50' public road <br />"Greenwood Lane" ending in a "cul-de-sac" provides access to 8 of the <br />parcels, while an existing private right-of-way "Lloyd Lane" provides <br />access to 3 lots. Storm drainage is to be provided by a drainage pond on <br />Lot "A". Water supply will be by individual private well and liquid waste <br />disposal will be by septic tank. <br />LAND USE <br />- Property Size - The parcel contains 16.3 acres. <br />- Land Use - The general area is residential with most lots 1 acre in size <br />or greater. Land uses on the subject parcel include a walnut orchard and <br />a shed which is to be demolished. Residences and a few vacant lots surround <br />the property. <br />The East Bay Municipal Utilities District aqueduct is 200' to the southwest. <br />"Lloyd Lane" crosses this aqueduct. <br />- Zoning - The eastern part of the property is zoned RA -30 (Residential <br />Agriculture). The highway frontage area is strip zoned C-2 (a 400' wide <br />strip) with R-4 (a 200' wide strip) to the east. <br />- Physical Conditions - The Morada Area is a flat plain with a slight slope <br />to the southwest. The predominant soil is Stockton Adobe Clay, a heavy <br />impervious clay, this soil has drainage problems in both surface and <br />subsurface. This soil is best suited to vegetables and field crops. This <br />impervious soil has caused problems with local drainage and sewage disposal <br />by septic tank. According to the U.S. Army Corps of Engineers, flood plain <br />information northeast stream group, Stockton, California, the extreme <br />southwest corner of this property would be subject to sheet flow during <br />an intermediate regional (100 year) flood. <br />
