Item No. 3 <br />PC: 1-8-87 <br />SU -87-2 <br />Page 5 <br />precisely when Avon Street will be extended (refer to the Land <br />Use Map). <br />The environmental assessment prepared for this project iden- <br />tified a potential cumulative impact from this and other pro- <br />posed projects in the Lathrop area. A large scale project (400 <br />dwelling units, commercial, park, school) called Valley Haven <br />is proposed on the north side of Lathrop Road opposite this <br />subdivision. An Environmental Impact Report (EIR) is being <br />prepared on that project which will address cumulative traffic <br />effects. As a single, 81 -unit subdivision, Wildflower Estates <br />is not expected to have a significant effect on area traffic <br />circulation. <br />FACILITIES/SERVICES: <br />Water: <br />The project is within the Lathrop County Water District. The <br />District has indicated that those parcels of land within the <br />District not already served can be served. Both Public Works <br />and Local Health require public water for the proposed sub- <br />division. Specific conditions of approval have been developed <br />to address water supply. <br />Sewer: <br />The Lathrop County Water District is in the process of <br />constructing sanitary sewage facilities that will connect to <br />the City of Manteca Wastewater Treatment Facility. <br />Construction is expected to be completed by April 1987. This <br />snbdivision will be served by this system. <br />Preliminary information from the Lathrop County Water District <br />indicates that the sewer allotment for this project is approxi- <br />mately 4.5 hookups per gross acre. This allocation of 69 units <br />must be balanced with the proposed 81 -lot subdivision to ensure <br />that an adequate number of sewer allocations are available for <br />the proposed development. The District has indicated that the <br />additional 12 hookups may be purchased under an "excess charge" <br />system proposed by the District. Refer to the District's pro- <br />posed condition of approval. <br />Both Public Works and Local Health require public sewer for the <br />proposed subdivision. Specific conditions of approval have <br />been developed to address sewage disposal. <br />Drainage___ <br />
