The design of the subdivision or the type of improvements <br />will not conflict with easements, acquired by the public at <br />large, for access through or use of property within the pro- <br />posed subdivision unless it is found that alternate ease- <br />ments, for access or for use, will be provided, and that <br />these will be substantially equivalent to ones previously <br />acquired by the public because access easements have been <br />included in the subdivision design to meet the public need. <br />8. Any land or improvements to be dedicated to the County are <br />consistent with the General Plan because appropriate dedica- <br />tions for public streets have been proposed which provide for <br />area circulation. <br />9. The design of the subdivision provides, to the greatest <br />extent feasible, for the future passive or natural hearing <br />opportunities in the subdivision because the majority of the <br />streets are oriented in an east -west direction, thereby maxi- <br />mizing solar access to the subdivision lots. <br />PROJECT DESCRIPTION <br />The proposed project is to divide five existing parcels totaling <br />16.98 acres into 81 single-family residential lots. Two existing <br />residential dwellings will be demolished when the subdivision is <br />constructed. The lots are proposed to conform with the R1 -U <br />(Residential, Single -Family Urban) zoning district with a 6,000 <br />square foot minimum lot size. The overall project density is 4.8 <br />dwelling units per gross acre, which is consistent with the Low <br />Density Residential General Plan density of two to six units per <br />gross acre. <br />Public streets are proposed to serve the subdivision, with one <br />access from 5th Street (Jonquil Drive) and no access from Lathrop <br />Road. Access from the west will be via the planned extension of <br />Avon Street between Lathrop Road and "J" Street. In conformance <br />with the Lathrop Road Specific Road Plan, a dedication of 14 feet <br />along the Lathrop Road frontage is proposed. In order to provide <br />access to vacant property to the west of the subdivision, Jonquil <br />Drive will be stubbed to the west property line (refer to the <br />Tentative Map). Subdivision streets are proposed for 50 -foot - <br />wide rdghts-of-way with a 32 -foot -wide paved section and curb, <br />gutter, and sidewalks on boths sides of the street. <br />Public services are proposed to be provided by the Lathrop County <br />Water District for water and sanitary sewer, County Service Area <br />No. 22 for storm drainage, and Pacific Gas & Electric Company for <br />electrical power and natural gas.
