Landfill Closure• Post -Closure Maintenance Plan <br />FormerSNYDER <br />DUMP <br />SITE - y. r Property <br />22865 South Henry Road, Escalon, California <br />On behalf of Mr. Mick Evans (property owner), Advanced GeoEnvironmental, Inc. (AGE) <br />has prepared this preliminary Corrective Action Plan (CAP) for landfill post -closure <br />activities and maintenance at 22865 South Henry Road, Escalon, California (site). This <br />CAP was prepared in accordance with the San Joaquin County Environmental Health <br />Department (SJCEHD) directive by letter dating, 28 June 2012, referencing site 39 -CR - <br />0031. <br />The purpose of this CAP is to evaluate and achieve minimum requirements needed to <br />meet California Department of Resource Recycling and Recovery (CalRecycle) <br />requirements for daily minimum cover of waste. In order to correct violations with the <br />California Code of Regulations which requires closure of former landfill site following a <br />caisson of operations. At the end of a landfill's useful operation, capping is the traditional <br />approach for closure. The site no longer accepted waste following approximately <br />November 1990 <br />For small landfills, a better long-term solution may be a clean closure where the fill and any <br />impacted soil/wastes are removed. However, the landfill owner incurs significant capital <br />costs for cap installation and indefinite recurring costs for cap maintenance and monitoring. <br />Future development or use of the property is severely restricted, if not prohibited. For the <br />Waller-McAnaly Property, a soil cover of approximately one -foot in thickness is proposed <br />for the site stabilization. The details of the proposed corrective action are described in <br />detail below. <br />1.1. REGIONAL SETTING <br />The property is situated within the Great Valley Geomorphic Province of California, a large, <br />elongate, northwest trending, asymmetric structural trough. The Great Valley Province has <br />been filled with thick sequences of sediment ranging in age from Jurassic to Recent, <br />creating a nearly flat -lying alluvial plain, extending from the Tehachapi Mountains in the <br />south to the Klamath Mountains in the north. The western and eastern boundaries of this <br />province are comprised of the California Coast Range and the Sierra Nevada, respectively. <br />Rocks composing the basement complex of the province have not been completely defined <br />but are believed to be metamorphic and igneous in origin. The northern and southern <br />portions of the Great Valley Province have been designated the Sacramento and San <br />Joaquin Valleys, respectively. The Modesto, Riverbank, Turlock Lake Formations and <br />overlying recent alluvium are the principal source of domestic ground water in the 13,500 <br />Advanced GeoEnvironmental, Inc. <br />
