LANE <br /> ADDRESS: 23125 SOUTH HENRY ROAD, RIVERBANK, CA 95367 <br /> PHONE: UNKNOWN FAX: N/A <br /> SITE VISIT DATE: 6/3/98 <br /> PRESENT: <br /> BACKGROUND: The San Joaquin County Environmental Health Department (LEA, 209-468- <br /> 0343) provided 213Gstaff with copies of background information regarding this site. Provided <br /> records document that disposal activities have occurred on this property since 1977tothe present. <br /> As the result ofthe SJ County DA's office (David |rey, 209'468'2470) 1091 prosecution, the <br /> property owner was ordered to "turn over soil onproperty, soil brought in bydefendant 2G96 per <br /> year. Soil ioto busifted for hazardous & construction materials which are tobe removed. To eUovv <br /> a uoeroh /& inspection on the property by8J Planning Dept. atarranged tinnoo.~ In addition a <br /> $10,990fine/feo was imposed onthe owner. <br /> The LEA and Code Enforcement office <289'468'3184> naoandy beounno aware that disposal <br /> activities have oouunnod and that the property owner did not satisfy the court judgement. The LEA <br /> requested 213Gstaff toevaluate this site for possible site cleanup consideration on 5/27/88. <br /> REMARKS: Upon arriving on-site, the LEA & Code Enforcement officer explained that the ' <br /> property owner had primarily accepted, for ofee, construction/demolition debris from |una| <br /> contractors and had then buried this material along the western edge of the property against the <br /> elevated berm of the Santa Fe Rail Line. Reported vvonte materials accepted and landfilled include <br /> concrete pieces, concrete (asbestos containing) pipe, rneto| items, scrap lumber, wallboard, asphalt, <br /> and landscape cuttings. Areview ofrecords provided indicate that batteries, tires, noeVLresonm, <br /> garbage, and automobiles have also been observed inthe fill. Additionally, the records indicate 55- <br /> gallon drums and other containers have been buried on the property. <br /> 5'gaUondrumoendotheroontainorohavobeenburiudnnthapropa/ty. The LEA & Code Enforcement <br /> officer also indicated that the owner routinely burned vvuote on the property and that in the early <br /> 8Ooufire occurred inthe fill lasting 1 + month. <br /> We proceeded to walk the property. An estimated 20 tons of old abandoned farm equipment and <br /> an estimated 200cubic yards of concrete nnen holes and appliances have been discarded primarily <br /> along the north and east sides ofthe property. A large landscaping/wood vvauto pile measuring ' <br /> roughly 50' X 30' )( 12' (approx. 458yd3) has accumulated in o central portion ofthe property. <br /> Landfill disposal activities have primarily occurred on the vvaat side of the property against the Santa <br /> Fe Rail Line. An estimated 600yd3of miscellaneous trash is scattered over the surface ofthe <br /> property. The estimated fill area is e triangular prism and roughly nneuuunau GOO' X SO' X 30' <br /> (approx. 30,000yd3}. <br />
