LLNL Emergency Management Plan (EPlan) <br />Rev 27 <br />January 2022 <br /> <br /> 43 <br />2.3.5.3 Battalion Chief <br />An ACFD chief officer (Battalion Chief) is available on duty 24 hours-a-day, 7 days-a-week to <br />supervise and lead the Fire Department companies responding to emergencies at LLNL. The <br />Battalion Chief is responsible for Fire Department management of responses and mitigation of <br />fire, technical rescue, HazMat, and medical emergencies. When an event occurs at LLNL, the <br />Battalion Chief notifies and consults with the EMDO, who is responsible for categorizing the <br />event and further classifying Operational Emergencies as necessary. <br />2.3.5.4 Security Duty Officer <br />The Security Organization has an SDO available on-call 24 hours-a-day, 7 days-a-week to <br />provide oversight of security resources in the case of an unplanned event or situation. SDOs are <br />notified as members of the Laboratory’s emergency response team and ensure the Laboratory’s <br />security posture is maintained during abnormal unplanned events or situations. In the absence of <br />security management, or during off hours or holidays, the SDO acts with the full authority of the <br />Security Organization Director or his/her designated alternate. <br />2.3.5.5 Environmental Duty Officer <br />The Environmental Functional Area has established an Environmental Duty Officer (EDO) <br />position which is on-call 24 hours-a-day, 7 days-a-week, and coordinates off-hours <br />environmental emergency response and reporting activities and provides input and support to <br />other First Responders for compliance with environmental regulations. The EDO also <br />coordinates response from other environmental specialists. <br />2.3.5.6 Occurrence Reporting Duty Officer <br />An Occurrence Reporting Duty Officer (ORDO) is on-call 24 hours-a-day, 7 days-a-week. Once <br />the EOC is operational, the ORDO is present in the EOC to make written notifications to the <br />DOE HQ Operations Center Watch Office and other offsite entities. <br />2.3.5.7 Public Affairs Duty Officer <br />LLNL PAO has a Duty Officer on call 24 hours-a-day, 7 days-a-week, principally to respond to <br />off-hours inquiries from the news media. The PAO Duty Officer is usually the initial PAO <br />contact point in the event of an off-hours LLNL emergency situation.
