PC : 10-15-87 <br /> SU-88-1 <br /> RECOMMENDATION <br /> It is recommended that the Planning Commission: <br /> 1 . Approve the Negative Declaration and, direct the Clerk to file <br /> a Notice of Determination. <br /> 2 . Approve Major Subdivision Application No. SU-88-1 based on <br /> the Findings given below and subject to the Conditions of <br /> Approval noted in the staff report . <br /> FINDINGS <br /> 1 . "The proposed map is consistent with applicable General and <br /> Specific Plans . " <br /> Staff can make this finding because no new parcels have <br /> been created. Instead, a resubdivision into similar-sized <br /> parcels has occurred. <br /> 2_ The design or improvement of the proposed subdivision is <br /> consistent with applicable General and Specific Plans. " <br /> Staff can make this finding because the parcels being <br /> — created are similar in size to the existing parcels . The <br /> new parcels will not be more nonconforming. <br /> 3 . "The site is physically suitable for this type of <br /> development. " <br /> Staff can make this finding because the parcels are a mini- <br /> mum of 2 .0 acres in size, which is adequate for an on-site <br /> well and septic and drainage systems. Also , adequate traf- <br /> fic circulation will be provided by the design. <br /> 4. "The site is physically suitable for the proposed density of <br /> the development . " <br /> ° Staff can make this finding because, as a "de facto" rural <br /> residential subdivision, two-acre parcels are large enough <br /> to accommodate all on-site services. <br /> 5 . "The design of the subdivision or the proposed improvements <br /> are not likely to cause substantial environmental damage or <br /> substantially and unavoidably injure fish or wildlife or <br /> their habitat. <br /> Staff can make this finding because no unique wildlife <br /> habitat has been identified on the project site .
