Reaffirm the Negative Declaration previously approved for <br /> this project , and instruct the Clerk to file a Notice of <br /> Determination. <br /> 2 . Remove Condition of Approval No. 2 for Major Subdivision <br /> Application No . SU-86-9 . <br /> BASIS FOR RECOMMENDATION <br /> Due to the agricultural land uses in the area, and due to the low <br /> intensity of residential development along Bird Road, it is logi- <br /> cal to remove the requirement that one-half of Bird Road along <br /> the subject property be improved to the rural street standard. <br /> PROJECT DESCRIPTION <br /> On April 17, 1986, the Planning Commission approved a five-parcel <br /> subdivision fronting on Bird Road. One of the conditions of <br /> approval required Bird Road to be improved under a deferred fron- <br /> tage improvement agreement . Condition No. 2 was approved as <br /> follows: <br /> "Construct improvements for Bird Road in conformance with the <br /> standards for one-half of a 60-foot right-of-way rural <br /> street . The construction of the frontage improvements may be <br /> deferred at the option of the Department of Public Works, in <br /> which event the owner(s) shall execute a Deferred Frontage <br /> Improvement Agreement prior to filing of the Final Map.
