OBSERVATION: Designated facility signed copies of Uniform Hazardous Waste Manifests(UHWM)were not found on-site. The missing manifests are: -007768872SKS, 11/30/2020 -007719527SKS, 10/08/2020 -007758590SKS, 10/08/2020 REGULATION GUIDANCE: A hazardous waste generator shall keep a copy of each manifest signed in accordance with section 66262.23(a)for three years or until the generator receives a signed copy from the designated facility which received the waste. This signed copy shall be retained as a record for at least three years from the date the waste was accepted by the initial transporter. The hazardous waste generator must submit a copy of the manifest to the California Department of Toxic Substances Control (DTSC)within 60 days if the destination facility signed manifest copy is not received from the transporter or designated facility. CORRECTIVE ACTION: Locate the destination facility signed manifests listed above and maintain in the facility file for three years from the date of shipping. Send a copy to the San Joaquin County Environmental Health Department(EHD). ----------------------------------------- OBSERVATION: The business operator could not provide hazardous waste disposal records for the past three years during the inspection. The following disposal record was missing: -2 gallons of pool chlorine waste was generated on 7/24/2021. Two 1 gallon containers were dumped on the side of the road. Containers were picked up by the fire department.Waste was picked up by City of Stockton on 7/26/2021 from the Waterloo Morada Fire Department. REGULATION GUIDANCE: The generator shall retain each consolidated manifest receipt for at least three years. This period of retention is extended automatically during the course of any unresolved enforcement action regarding the regulated activity or as requested by the department or a certified unified program agency. CORRECTIVE ACTION: Provide a copy of disposal records for the hazardous waste received on 7/26/2021. Provide these records and a corrective action statement to the EHD within 30 days.
