Similar development fee <br /> structures could be developed by the member agencies of the Authority to ensure that urban <br /> growth is apportioned their fair share for future water resources in Eastern San Joaquin County. <br /> Groundwater Banking and Transfer— Enormous opportunity exists for the utilization of the <br /> underground storage potential of the underlying Basin estimated at 1.2 — 1.5 million acre-feet. <br /> To regional and Statewide interests, the benefits of a conjunctive use program involving over a <br /> million acre-feet of underground storage is undeniable. Constructing and financing the <br /> infrastructure necessary to accommodate a groundwater bank of this magnitude will require <br /> several sources of funding for capital recovery, operations and maintenance, and mitigation. <br /> The evolving California water market could potentially enable Eastern San Joaquin County to <br /> provide economic alternatives to regional and statewide water interests while also concurrently <br /> meeting the Basin Management Objectives.
