Santos Ranch Subdivision <br />San Joaquin County - 2 - 4 May 1981 <br />San Joaquin County Ordinance No. 549 states in part: <br />"X. REQUIREMENTS FOR WASTE DISPOSAL FOR NEW LAND DEVELOPMENTS <br />"A. THE FOLLOWING REQUIREMENTS SHALL APPLY TO ALL NEW DIVISIONS OF LAND A14D ALL <br />LAND DEVELOPMENTS FILED AFTER DECEMBER 15, 1972. <br />"B. Minimum Criteria <br />"9. Soil depth below the bottom of the leaching trench or pond shall not be <br />less than five (5) feet. <br />"11. There shall be a minimum of a three (3) foot separation between the <br />bottom of a leach trench or ponds and perched water and a minimum of a <br />five (5) foot separation between the bottom of the leach trench or ponds <br />and the static ground water table. <br />a. In areas of known high ground water tables, a subsurface boring shall <br />be completed to determine the depth of the water table for all new <br />tentative divisions of land. <br />"13. Land developments consisting of less than one hundred (100) lots shall be <br />processed by San Joaquin Local Health District for compliance with the <br />Rules and Regulations. Tentative maps for subdivisions involving six <br />or more family units shall be submitted to the California Regional Water <br />Quality Control Board - Central Valley Region, with sufficient infor- <br />mation that the proposed development will meet San Joaquin County Ordin- <br />ance 549. <br />14. Tentative maps for land developments shall be accompanied by a report of <br />waste discharge and sufficient information to clearly demonstrate that <br />the proposed development will meet these Rules and Regulations. A <br />public entity may be required prior to any discharge of waste." <br />I believe the completion of the Santos Ranch Subdivision should be delayed until <br />an adequate method(s) is developed to dispose of the domestic sewage to be genera- <br />ted, such as lined oxidation pond(s) followed by evapo/perco ponds, engineered <br />systems, or the identification of individual lots that conform to Regional Board <br />Guidelines. <br />FOM/9s <br />cc: as per cover letter <br />FRANK 0.
