Allen, Attorney at Law <br />70 Broadway <br />San Francisco, CA 94111 <br />Subject: Los Ranchos County Estates/Santos Ranch, San Joaquin County, <br />California. <br />Dear John do Mary: <br />The following is my discovery regarding the above rural land development; <br />it is I believe in accord with our agreement for this work and is in final <br />form. <br />During the past twenty-five years plus, I have performed technical and <br />professional engineering work in and about the Santos Ranch area. First <br />with the California Department of Water Resources in connection with <br />the planning and building of the California Aqueduct and associated water <br />resources facilities. Second, with the State Reclamation Board and U.S. <br />Corps of Engineers. Thirdly, with the California Regional Water Quality <br />Control Board, Central Valley Region, where 1 worked as an Area Engineer, <br />prepared the Sacramento/San Joaquin Basin Interim Plan, worked as Chief <br />of Planning during the State/EPA Basin Planning Program and served <br />as Grants Administrator at Region 5. <br />Since leaving State Service in 1975, 1 Have been the Principal of a consulting <br />engineering firm that has worked throughout California. I am well aquainted <br />with the water problems in the Tracy area. Having spent several days <br />in the Santos Ranch area I feel comfortable in relating to the file data <br />and field observance encountered. <br />My task today is to provide an expert opinion as to the current condition <br />and probable future reliability of the ground water supply, wastewater <br />treatment and disposal facilities on site. My conclusions are based on <br />conversations with local residents, County, State and Federal staff and <br />officials; file data from the above sources, California Basin Plans and <br />accumulated knowledge of the ground water problems found on the West <br />side of the San Joaquin Valley and the Delta. <br />` 13.10 Ct )VI I i 111 VII . 511111 I t I ' I AVO.
