Los Ranchos County Estates <br />15 August 1984 <br />Page 3 <br />5. The geological formation is idealy suited for the entrapment of <br />water near the ground surface with continuity between sucessive <br />layers of clay and sand. This can be noted from well drilling reports. <br />This formation also is suitable for transporting water laterally with <br />very little head differential. There are several up gradient water <br />sources in the vacinity of Santo Rancho. <br />In addition at least two notices of noncomplience with quality standards <br />have been issued to Lammersville School and Currier Estates Water Co. <br />by the San Joaquin Health District. Exhibits Dl and D2. <br />Based on the above, I believe there is reasonable evidence that conditions <br />at Santos Rancho pose a sewer hazard to the health and safty of people <br />living in portions of the Santos Rancho Development and that conditions <br />will be come worse as additional buildout of the development occurs. <br />It is my recommendation that those responsible parties should, as a very <br />high priority, provide further investigation to establish the true existing <br />conditions of the ground water supply, sewage treatment and disposal <br />reliability and the degradation of ground water by draining storm water <br />to the ground water aquifers. Currently large amounts of storm water <br />is pooled & puddled in back and side yards — the homes of large domestic <br />animals. <br />In addition, preliminary plans and rough cost estimates should be developed <br />along with a financial plan for implimenting any further improvements <br />that are deemed necessary or desirable. <br />This planning work could be funded by a grant from the State Water <br />Resources Control Board, under section 205 (j) of the Federal Clean Water <br />Act. Grant funding of 75% of the planning cost is available and does require <br />25'X, local funding participation. Our firm estimates that a suitable planning <br />study could be done for $12,000 to $16,000 (for tentative outline of such <br />a proposed investigaiton please see Exhibit E). The current years primary <br />emphasis is for ground water problems such as maybe occuring at Santos <br />Ranch. <br />Important applications for this year's Section 205 (j) grants must be <br />submitted by 5:00 p.m., Monday, 20 August 1984. That deadline can be <br />met. <br />
